South Sudan: Northern Upper Nile (Adar) State Establishes Its Military Government

Feb 14, 2015(Nyamilepedia) — Pursuant to the creation of 21-State System, as adopted during thePagak Conference, December 2014, the newly created Northern Upper Nile, also know as Adar, State has announced its first military Government under the leadership of Major General Chayot Manyang.
Latest reports from Maiwut, the capital of Adar State, confirm that the military governor, Maj. Gen.Chayot has appointed the following officials:

  1. James Majiok – appointed head of Local Government and Laws Enforcement.
  2. Kun Minylang – head of Finance.
  3. Mary Nyawech appointed Head of Gender.
  4. James Khor Chuol Lengdit appointed head of information.
  5. Gatbel Gach Wuol appointed Head of Agriculture and Forestry.
  6. Gatong Nyak Gatluak appointed head of political organization.

Adar’s  military leadership vows to commence the implementation of the federal system of governance as adopted by the Opposition at Pagaak General Convention in December 2014.

Gen. Chayot calls upon the people of Adar, South Sudan and the International Community to not only help restoring peace in the country but also give their supports towards the implementations of the Federal Systems.

The demand for federal system has gone viral in the world’s newest state, South Sudan. Within the past one week major defections from the former major rebel groups, COBRA and late Athor-led SSLA faction have declared loyalty to Dr. Machar’s SPLM/SPLA faction to fight for Federalism.

In Juba, however, doubts are seen on faces of citizens, who believe that the creation of 21-State System should be passed through a cabinet, parliament or through a major referendum in the current ten states.

Although it is yet to be verified, the call for Federalism has been popularly echoed in all the ten states. Most of the latest political and military defections have emphasized that the nation must be federalized.

The regime created Greater Pibor Administration Area (GPAA) has followed suit and declared itself as a federal state under the 21-state system, and joined the armed opposition.

While Juba continue to lose more citizens to the opposition, the latest defection of COBRA and Murle ethnic group, in addition to subsequent defections in Greater Equatoria region, are ones of the major turn in the conflict.

Salva Kiir administration, has yesterday denounced the call for general elections, which were expected in June this year. Instead the regime has proposed, through its cabinet, that the lifespan of the current leadership will be extended for another two years as a good will gesture for peace.

In Maiwut, the lifespan of the newly established military leadership is yet be confirmed.

      Dr. Riek Machar is one of the smartest and democratic leaders in South Sudan. He challenged Dr John Garang to accept self-determination which Joh Garang refused but finally accepted it. The regime in Juba enjoys the fruits of self-determination. Let us be honest to ourselves.

      when you consider the truth, it is hard even harder for those who just see in their eyes not indicated their life to think and an analysis the long term objective. For those who establish and call for defeat nuer in front line we have already managed the case the drum for defeating it is already to late. We had resisted in 2013 and 2014 we already passed the defeat you are calling for and lesson you want to teach us. We are already in their we learned many lessons from you but that would not stop us to do what require us to do. As Nuer as we are facing this critical time we have faith and hope every one in Southern Sudan has a right to live in peace and harmony even those who call them self are enemy of Nuer.

      Riek Machar is not only humiliating his tribe, he is victimizing as well. Every citizen in South Sudan will understand that there is something wrong with Nuer people because of their endorsment. Establishing State Military governments in Ethiopia hotels or in the bush will not reach Adaar, Riek Machar himself knows these people, just Let him liberate Nasir first before claiming areas not belong to Nuer. The people of this land Nuer know them very well and I don’t think Nuer will touch them.

        The Nuer don’t want your sympathy if Machar humiliate them. Machar is Nuers own and can deal with him like a leader, son, community member and as a Nuers for that matter. Nuers have never taken their issues to be solve by Jaang.

        Agaar community have lived with their Nuer neighbors for as long as we know and will figure out togather with Nuer as community how to peacefully live in harmony with each other in a Federal Democratic South Sudan. Their peaceful coexistent unite them and thrive Your tribal and divisive projection of negativity towards these communities will boomerang to prove you wrong.

        Another thing is Machar has nothing to do with this particular communities of Nuer and Agaar. He has no authority on what a local community decides on in relation to their land issues member of such community will be responsible for any arrangements and Machar would only endorsed such agreement as a witness, dignitary, or a national leader.

        Now you see how it works. In this case leave Machar alone and find something else to direct your hateful divisive mind at.

    The Murle People should not joins rebels because of New States created by former vice president nor accusation that, the government have killed their people. First and foremost, promising New States without budgets to delivery to the citizens and without approval from the national parliamentary as well as Justices and Cabinets /Ministers is just like empty stomach. If you guys have gone for study then, you probably know exactly that, president alone without Parliaments will never created even one State because it is against the law for one person to post too many States like what former vice president Dr. Riek Machar Teny does. Second to that, six thousands which invaded Murle homes were SPLA of Government but they were from Lou Nuers communities youths called White Army. Thirdly, the former vice president was in charge at the time when Lou Nuers invaded Murle communities, these few mentions are absolutely truly and reality thus, no one would disagree with me. Please keep singing Federalism and more States but the democratic society don’t do that way and keep barking.
