April 4, 2015(Nyamilepedia) —As threats of sanctions, travel ban, asset freeze, arms embargo and other punitive actions mount on the South Sudan’s warring parties to reach a lasting comprehensive peace agreement before July 2015, the government delegation has produced, for the first time, its negotiation position.
The position paper, which was presented to the media last week, is believed to have “narrowed gaps” between the previous positions of the warring parties, however, members of SPLM [in Opposition] who have analyzed the document refute the claims.
According to the Chairman of National Committee for Federalism and Good Governance, Timothy Tot Chol, the government delegation has only “repackaged an old win in new bottles”.
Hon. Tot, who once served in Salva Kiir government before joining rebellion, strongly stressed that such strategy will not help the South Sudanese people.
“With a close scrutiny it appears the SPLM/A –Juba only made some minor re-painting to their old position to appear as new product.” Hon. Tot discovers.
The Chairman of Federalism and Good Governance, Timothy Tot, groups the main concerns of the rebels’ faction as structures of transitional government, power sharing arrangements, security arrangements, reconstitution of parliaments and the proposed national election at the end of the Transitional Government of National Unity.
Hon. Tot believes that the government delegation has made no changes to its earlier positions on the above areas, saying:
“One, on the leadership structure of the transitional government, the SPLM/A –Juba has proposed a president, two vice presidents with the same status or a non-executive prime minister who will be under a vice president.” Hon. Tot said.
“Two, on the power sharing ratios, SPLM/A –Juba has maintained their position of 60% for themselves, 30% for SPLM/A –IO and 10% for G10. They have not considered any participation of other parties in the transitional government”he continues.
“Three, SPLM/A –Juba has rejected SPLM/A –IO proposal for maintaining two armies during the transitional period.” the official reiterates.
Hon. Tot explains that the two army proposal was meant to allow for a confidence building period after a long and horrendous war between the two armies.
“The process of amalgamation would then start and ends with the end of the interim period. SPLM/A –Juba has only accepted the re-integration of those officers and men who defected after December 15th crisis and only with their old ranks” Hon. Tot further explains.
The government delegation has made it public during the public rally on 18th March and also in the position paper that the two houses of parliament will not be reconstituted.
“The SPLM/A –Juba has also rejected the reconstitution of both houses of Parliament in line with the agreed power sharing ratios that will be agreed upon. They also rejected the application of the power sharing ratios at the State and County levels” He further recalls.
Cde Tot, a member of National Leadership Council, also affirms that the government continues to reject the supervision of national election by the United Nations and other international organizations.
“The SPLM/A –Juba has rejected SPLM/A –IO proposal that the elections that will be conducted after the interim period be organized and supervised by regional and international organizations to avoid any rigging. They maintain that the national elections commissions which President Kiir appointed shall be responsible.” Hon. Tot affirms.
The Chairman of Federalism and Good Governance further noticed that the government position paper has left out many burning concerns that the GRSS have rejected in the previous rounds of peace talks such as federalism and reforms. Hon. Tot believes that the government is still not serious about the peace process.
“The above are Kiir’s so-called new positions. Add to them SPLM/A –IO proposals that they rejected in the last round including institutional reforms, federalism etc…So the SPLM/A – Juba re-engineered proposals do not ‘narrow the gaps” and cannot assure the people of South Sudan and the International Community” that Juba is serious about peace as Mr. Lamuro, Kiir’s minister for cabinet affairs claims.” Hon. Tot said.
“Kiir’s regime has only re-manufactured their rejectionist position which led to the collapse of the peace talks in March 2015.” He added.
The former MP concludes that the government delegation is only playing a “cat and mouse” game in attempt to deceive the opposition, IGAD and the international community.
“Therefore there is substantially nothing new in their so-called position and it cannot bring peace and reconciliation in South Sudan. So SPLM/A-Juba cannot pretend to be smart enough to deceive us that they are serious about peace when they are playing “cat and mouse” game by re-packaging old wine in new bottles”.Tot emphasizes.
The official warns the government delegation ahead of the IGAD-plus mediation, which is likely to resume within the next two weeks, that the next round will be easy on them for starting the war in the country.
“Neither the SPLM/A –IO nor IGAD and the International community will be cajoled into accepting Kiir’s position and this time the noose will tighten around Kiir’s and his cohorts necks for starting war in South Sudan.” Hon. Tot Concludes.
I don’t believed on any position paper made by Kiir’s rogue regiment, as the bilateral relations between the government of Salva Kiir and the Western countries continue to crumble, the government of South Sudan has passed a circulation to restrict visa entry for all diplomats from TROIKA nations.
A “strictly confidential” email circulation to all South Sudan embassies, intercepted by our editorial team, orders the government employees overseas to stop issuing visas to TROIKA diplomats.
“All RSS embassies personnel are not to issue them [TROIKA] with visas without the approval of the Ministry of Interior.” The confidential report reads.
The confidential letter warns that any diplomat from the affected nations, who enters South Sudan with a visa that was not pre-approved by the Minister of Interior in Juba shall be promptly deported.
“Any TROIKA diplomat coming into South Sudan with a visa that was not pre-approved by the Minister of Interior shall be denied entry at the port of entry” Juba orders.
According to this arrangement, all the diplomats from TROIKA nations, wishing to visit the war-torn country, must have their visas approved by the Ministry in Juba, South Sudan.
The new restrictions on visa application is believed to be a reaction to U.S, U.K, Norway and the United Nations for supporting punitive measures, sanctions and possible arms embargo against individuals who impede IGAD-led peace talks and violate international humanitarian law in South Sudan.
In addition, the government of Salva Kiir calls on IGAD to exclude TROIKA and the United Nations from the proposed IGAD-plus peace mediation of South Sudan conflict.
the question of keeping two army should not be part of the negotiation.why? because
the president was the one who started to have his own army that he recruited as a

Kiir & Museveni did not know that Dr. Riak Machar is with the God/gods of the Republic of South Sudan who can not be just assassinated like Museveni’s fellow Generals whom M7 assassinated all. No one cares to come to South Sudan. Most South Sudanese wish they can get a visa to leave South Sudan. This new restriction if responded by the international communities with similar measures against the ethnic regime, it would be difficult for the regime to survive staying longer in power. So let them government officials of south Sudan continue digging themselves deeper into a bottomless pit.
